CGNA Rules and Regulations:

Homeowners (and Renters) REGULATIONS
Printed January 2012 

In accordance with the bylaws and compliant with 2012 Vt Statutes

Board of Directors' 

Duty and responsibility for care, safety, upkeep, strategic planning for long-range projects and surveillance of the common area and facilities, and the restricted common areas and facilities. (By, S 14, 15a) 

Gas and Electric grills & Fire Pits: 

Due to a history of fires caused by grills in Stonehedge, Treetops and other places, the Board is requiring that grills be placed at the far end of the deck away from the house when in use.  Charcoal grills are discouraged. wood fire pits and open fires are prohibited.  (BOD, 4-22-01)

Large vehicles:

Due to the space limitations for parking vehicles and complaints we received, we are obliged to limit the size of vehicles.  If the size of a vehicle is such that it cannot fit in one of our garages, then it cannot be parked at Cedar Glen North.  Many other condominium associations have established this policy.  (BOD, 4-22-01)

Reminder:  

Monthly Association fees are due on the first of the month for the current month, with a grace period of ten days.  They are considered late after this date.

Noise, Nuisance

No one shall obstruct or interfere with the rights of others or annoy them by unreasonable noise
Exercise extreme care about making noise using musical instruments, radios, TVs, and amplifiers that may disturb neighbors.

Vehicles

Cedar Glen North has assigned parking  (see Map below)

Two vehicles per unit.  No vehicles on lawns or unpaved areas. Vehicles larger than will fit in a Cedar Glen garage are not allowed to park at Cedar Glen. No vehicle may interfere with any traffic, especially fire and emergency vehicles. Each unit has its unique assigned parking areas. (See this document) Any deviations will require a variance from the board.

Guest parking lot for guests only - 2 week limit.

Four spaces are available, overflow park on the Stonehedge Rd. (The South Burlington winter parking ban will be in effect December 1st through April 1st. There will be no parking permitted on City streets between midnight and seven in the morning regardless of snow conditions.)

No recreational, off-road and unregistered vehicles anywhere unless approved by the Association.

No operation of snowmobiles.

Pets

Only one domestic pet allowed unless otherwise approved by the Association.  Pets shall be confined to the member's own premises, and when outside shall be leashed and subject to the rules of the Association. As required by the South Burlington Leash Law, all pets are to be on a leash. 

We are all required to pick up after our pet, and dispose of it in our trash in a large bag.

Pets causing a nuisance shall be removed from the premises.

To preserve the aesthetics in our neighborhood, please clean up after your pets. Be reminded that this not only is against our Association's rules and regulations but also against South Burlington's leash laws. 

Outside

No unauthorized advertising and posters.
No personal recreational equipment to be left out of doors when not in use.
Flags may be displayed at units, but may not be attached to the structures.

Modification of Units

Our bylaws specify that from the ‘drywall-in” is yours to decorate as you see fit. Modifications to interior or exterior walls are not permitted without prior board approval. 

Modifications to any exterior areas including decking area are subject to board approval. Fencing or modifications must be approved before construction begins. 

Submission of all plans and drawings and agreement to remove upon vacating, are required.

Modification request forms are available. (See attachments section) or ask any board member.

Garments, rugs and plastics, plant trellises

It is prohibited to hang garments, rugs, plastics, etc. from any facade or to attach to the exterior of the building any kind of improvised framework for various purposes. Clothes lines are allowed, but may not be attached to our structures.

Trash and Garbage

Trash pickup is early on Mondays. Make sure the lids are tight if you place them out the night before, as Raccoons or other scavengers may dump them in search of food. Keep your garbage cans in garages or storage bins.

Repairs

Members are responsible for any repair or maintenance caused by their own negligence and Misuse:

(Bylaws-28G) All the repairs of internal installations of the unit such as water, light, gas, power, sewage, telephones, air conditioners, sanitary installations, doors, windows, lamps and all other accessories belonging to the unit area shall be at the owners expense.

Renting

Our By Laws provide for rental of a limited number of units (1/3 or 5 units). We require a lease of not less than six months. Owners shall provide a copy of the lease to the board of directors. Renters are to acknowledge in writing they have read and  accept of our rules/regulations amendments, and bylaws, and will abide by them. Provide a copy to the board upon signing.

Air Conditioners

Air Conditioner Policy Adopted at Annual meeting October 2011. Window and wall mounted units are no longer allowed to be installed at Cedar Glen North, Grandfathering of unit 15 is allowed until the unit fails or the unit sells. At that time it must be removed from the wall or window it is installed in. The association will replace/repair the exterior wall at association expense. The home owner replaces the inner wall and is then is responsible to select a unit that is one of three categories:

〈 Interior-Portable unit that exhausts into a garage (for garage units) or thru a wooden wall for units without garages. 

〈 Split system - Interior/Exterior. Unit inside with quieter condensing unit outside

〈 Central Air - with Ductwork. 

Cedar Glen North Association - Abides by 9 V.S.A Chapter 139, Section 4503   
The Vermont Fair Housing Act


Cedar Glen North Association will not discriminate against or harass any person in the terms, conditions or privileges of the sale or rental of a dwelling or other real estate, or in the provision of services or facilities in connection therewith, because of the race, sex, sexual orientation, age, marital status, religion, color, national origin or disability of a person, or because a person intends to occupy a dwelling unit with one or more minor children, or because a person is a recipient of public assistance, or because the person has exercised any right granted or protected by this chapter or for having filed a charge, testified or cooperated in any investigation or enforcement action pursuant to the Vermont Fair Housing Act.

By-Laws and Regulations: Violations Fee Schedule 

(per our Authority granted by By-Laws and the CGNA members in a Special Meeting in June 2004)
-First 30 days of violation = $ 25 Fine
-Second 30 days = $ 100 
-Third 30 days = $ 200 
-After that fines accrue at $200/30days. 
-After 6 months a Lien will be placed on the Unit. 
-After 12 months foreclosure proceedings will begin.

-If you have a Hardship & present it to the Board, arrangements will be considered.

Cedar Glen North is governed by the VT statutes title 27: property chapter 15 condominium ownership act.
